“Get up, Avery,” said Voldemort softly. “Stand up. You ask for forgiveness? I do not forgive. I do not forget. Thirteen long years…I want thirteen years’ repayment before I forgive you.”

Avery was one from the lucky handful of Death Eaters that escaped imprisonment in Azkaban. This was likely achieved through claiming he’d been placed under the Imperius Curse to carry out Voldemort’s orders. However, unlike Lucius Malfoy, Avery did NOT maintain his loyalty to the Dark Lord after the downfall. Fearing persecution, he applied for a modest desk job at the Ministry, keeping records of matters such as smuggling reports and trials, but he made it a point to keep himself well-informed of the activities of former Death Eaters. This was partly due to his cowardice, and his paranoia, that said supporters would come and murder him when they got the chance.
Avery’s all but fallen out of Voldemort’s favor – he’s tipped off Ministry members to get some of his former comrades tracked (though this was more for himself than the Ministry; to get his “stalkers” out of the way). Perhaps the only reason the Dark Lord has given Avery another chance is his incredible usefulness as a spy. He’s an extremely shrewd man, and keeps all sorts of hexes, curses, and locks on his doors and windows. He never opens or uncovers his windows, for fear of an attack, and the house is altogether invisible and undetectable to Muggles.
Despite Avery’s cleverness, as stated above, he is a coward, and is severely disliked by many Death Eaters. Avery is the lowest of the low, excepting perhaps Peter Pettigrew. He keeps up his guard at all times, and tries to be as polite as possible to his lord. After all, his LIFE is on probation. He hopes to be off probation in a shorter time than thirteen years, and does his best to assist the Death Eaters in any way he can.
For amusement, Avery practices knife-throwing or occasionally goes Muggle-collecting. There’s a large cellar in his house, where he keeps various small, nasty-looking wizarding toys. He’s currently trying to worm his way into eastern Europe, looking for possible Death Eaters to send for recruiting. (He’s also responsible for many vampires and/or werewolves coming from that direction to join Voldemort’s ranks.)
